Well, the way Ryona described it, you all would sort of take control of Saila only so far as to say that she has called upon your character to speak. This way, none would have to wait for me to post to call on each character, but everyone gets their chance to speak, and each poster can just post whenever they're ready.
I really like the idea of people announcing in the OoC their intentions of posting before they do it, especially with how quickly everything is moving.

Yes. Announcing in the OOC will help keep the chaotic-ness to a minimum. I really am enjoying this even though, at times, it is harder than most role-plays because of how many people we have.

This is exactly how I would like it done! Thanks for describing it.
Edit: I've sent a mass PM regarding non-playable nations. You will probably recieve several more of these as I revise the list of ideas and repost them.

I'm going to have Ja'Dhannar wait until a few other nations have spoken so he could try to draw parallels between them and the Tynir's armament. Plus, it would be rude of him to leap into a counsel that convened in order to address the kidnappings with business that has no direct connection established... yet.

The paladins would probably speak closer to last, since no one from Aendrel was kidnapped. There are very good reasons for this, the main one being that Alos -- Morgarath's arch-nemesis if ever there was one -- keeps watch and ward over the whole island.
I haven't decided whether someone from Äm was kidnapped, but it wouldn't change the fact that Äm is not represented at the council. Äm is somewhat isolationist, less concerned with the affairs of the outside world. They tend to focus inward.

So I just realized that this thread isn't updating for me on my e-mail anymore. Now I've got lots of catching up to do. Yay me.
Since I'm behind, I'll just put up something that has absolutely nothing to do with the council at all.
By the way, I figure that I'll let more people make their cases and then respond as the delegate of the mountains to a bunch of arguments at once. I'm gonna let a few more posts pile up before I really do anything major.

Hey guys, this is just a note, not me claiming the next post.
My posts will be included in Plague's posts for the duration of the council, as Tusohe speaks little to no common and Ayurent is acting as her translator. So, Plague and I have agreed that it is simpler to just combine our posts.

My character would probably be aiming to speak towards the end, as well. The reasons being, no one has been abducted from Arbia and also, as a newcomer to the political stage, he would bide his time long enough to see where all the sides stand.

Perhaps those who have not had kidnappings from their nations should go last then? This would mean that Saila would be speaking before them, but I don't know if that would be the correct/proper/most polite way to go about it, since I've never been in a diplomatic situation...

Since the issue at hand is the kidnappings, that is the first thing that should be addressed. Therefore, whether you want to or not, if someone from your world-space was kidnapped you need to speak before the meeting progresses to other issues (such as M.O.N. and the Tynir armament and stuff).

So, once everyone with a kidnapped person has spoken, then Saila should say who was kidnapped of the elves, and then start a discussion about plans and implications from it all.
That'll probably be the cue for the Thendári to put the blame on the Mountains of Night, which I suppose Saint would subsequently deny.
Maybe people will then accuse the Sythen or the Pirates, or anyone really. And then there'll probably be more petty arguments and stuff, and then finally people will start sensibly making matter-of-fact speeches to deflect suspicion. Eventually the paladins would probably bring out some sort of evidence. And then I have no idea what would happen.
That's my vague foresight, I guess. Everyone is bound to have their own version, and plus things have a way of happening completely different from all expectations. However it goes, it's going to be a lot of fun! xD

I hope the council listens more to the thendari than they did to Jean. All he got is the cold shoulder.

Any time you feel like your pirate has something to say, really. He doesn't exactly have manners (no offense), so he would probably just burst out with whatever is on his mind. If you had a series of short posts that are just reactions to things recently said, I doubt anyone would mind.
