At 13:24:05 on 19 September 2010, there was a deafening explosion. Our sources have revealed that this had come from atop the Empire State Building, 10 minutes after that this was followed by several explosions around Lower Manhattan. The military had worked with us to track the cause of this and we are trying to capture all civilians capable of these things. We have so far only tracked down three metas capable of these anomalies. XY-3278, XX 2535, XY 4097. We have also released Project 51, currently under the care of Lieutenant James Monaghan as well as activating the Pulse Project. WARNING: XY 4097 has fallen off the grid after an incident involving a civilian death. Consider him extremely dangerous.
OVERVIEW:
This is a PvP role play in which you become meta-humans in a time of great change. The story begins with a short post describing “The Clash,” the final epic battle of a growing war between super heroes and villains. The carnage spreads throughout the streets of New York City like a virus, leaving burning buildings, crumpled cars, and bodies of civilians lying dead in the street.
In the bloody aftermath the government, decides that it is time to put an end to the vigilante justice that has been plaguing the streets. They begin unleash secret meta-human research projects into the streets under a tight leash to begin to bring the Heroes and Villains alike to justice, using force only if necessary. For a time this works, meta-human violence begins to decline and a public outcry for all supers to register as government super-agents ensues. However, the peace was only temporary.
The crime rate rose sharply, as the now corrupt and (quite bluntly) lazy police department was once again in charge of bringing criminals to justice. The resurrection of super villains came quickly. Most realized that without super heroes to muck up their activities, they had free reign of the city. Bank heists, hold ups, and the occasional murder began making news on a nightly basis. Many heroes grew tired of sitting around and letting the trash run through streets, and came out of retirement. More and more battles have been breaking out and the government is starting to lose its grip of the City.

Power(s): Teleportation. Tony can teleport himself and 1000 additional pounds anywhere up to a mile from his current location. He rarely teleports blindly. He could rematerialize inside a wall; which would be messy, not to mention deadly. His upper amount is 1000 pounds. However, the energy required to do so is so draining, that he has never attempted it and so isn't aware of just what he is capable of. The most he has tried is 3 additional people totaling 560 pounds.

Personality: Tony is curious, sometimes unhealthily so. Growing up he was forever squirming into gated yards or losing himself in some dusty old shop for hours. He can focus minutely when something interests him, be it music, a girl or some dusty old map that is obviously a fraud. At other times, he’s as flighty and easily distracted. He really lives without a care in the world. He is flirtatious, a rogue, a scoundrel and other names to many a young girl's Fathers. He rarely misses the opportunity to steal a kiss. He sees nothing wrong with boosting someone’s wallet, saving a damsel, staying out all night and living every minute to its fullest.
Biography: Tony had been abandoned by his biological mother moments after his birth. She couldn’t take care of him or was a prostitute or another of dozens of possibilities. He never let it bother him much. He was adopted mere weeks later by an Italian-American family when his effervescent personality captured their hearts. His new adoptive family owned a wonderful-smelling bakery in New York’s Little Italy. They had no other children and spoiled him terribly.
Tony grew up happily in a warm and loving home with dozens of aunts, uncles and cousins. His mother indulged him and he exasperated his father with his lack of focus. He rarely got into any real trouble and when he applied himself, did very well in school. Like everyone else, he is aware of the growing hostility between humans and Metas, good or bad. But, for now, it doesn’t affect his everyday life. His family accepts him as he is and God help anyone that says differently.

When he is not "in uniform" Mathias wears baggy cargo pants and a white button up shirt and glasses. (You would be surprised how well they work to hide ones identity.)
Brief History:

Mathias was never really interested in sports as a child. He was more interested in books and video games. His father was a coach at the nearby High School and was always pressing Mathias to do sports. However Mathias always declined. That all changed when his father forced him to try out for the football team when he went to high school. It was during practice when Mathias discovered his powers. He was standing in for the quarter back on a drill when he was forced to rush the ball. He ran right into one of the other players and sent him flying thirty feet across the field from the smallest of pushes. Everyone convinced themselves that it was a freak accident and put it out of their minds. Mathias' father thought otherwise.
Nicholas Walton, Mathias' father, was a former marine that had volunteered for a top secret project within the Pentagon's R&D Department. The project had been titled, "Atlas," which was started under the idea that a soldier of the United States Armed Forces could have their combat effectiveness increased to near exponential levels by manipulating their very physiology. These new Atlas soldiers were supposed to be stronger, faster, and be less prone to injury than normal humans several times over. The Atlas scientists tried several methods of manipulation to achieve their goals while at the same time adhering to safeguards set by the board of directors. Unfortunately none of these succeeded in producing any positive results. It wasn't until a young scientist convinced the board to forgo the safeguards that Nicholas was selected to be injected with biochemical augmentations while simultaneously being bombarded with high levels of radiation. Though on paper the process showed promise the procedure failed like all the others and the Atlas Project was scraped and buried.
When Nicholas saw what Mathias had done on the practice field he knew that the Atlas Project had indeed been a success, just one generation over from what the scientists expected. Fearing for Mathias' safety and freedom Nicholas sent Mathias to finish high school in New York. Mathias would live with his eccentric billionaire uncle Wadsworth Cunningham, who knew of Mathias' 'condition' as he had been the scientist to suggest the procedure. Uncle Wadsworth was the one who put the idea in Mathias' head to become a super hero. Mathias was hesitant at first but Wadsworth promised to support and train Mathias to become, 'the best hope for humanity.' Mathias then started having his schooling taught by his uncle and began training. By the time that Mathias turned eighteen he had a college level education and enough training to go out into the city as All Star.
To keep his cover Mathias began working at one of the bookstores in a chain that his uncle owned, allowing him the freedom to come and go as he needed to in order to fight crime. He has kept a semi-active social life to maintain appearances and further the idea that it is impossible for a geek who wears glasses and plays video games to ever be All Star.

Due to the nature of All Star's final fight in the near apocalyptic battle known by all as 'The Clash,' Mathias has unofficially retired from the super hero life. For the last two years he has simply been Mathias, a run of the mill 9 to 5 kind of guy. He only works as a hobby because he lives off his uncle's money mainly. He lives with his roommate Ben and tries to ignore any and all things that involves super heroes or villains.
There is still a part of him that sees the rise in crime and longs to do something about it. But who would accept the help of a murderer...

Every scum of the world passed through his stark white doors to his metal table. This used to be a Mafia controlled business. Vinny wasn't one to be bullied. The Don himself came through those white doors, demanding protection money. Vinny rolled up his sleeves and broke the Don's arm and three of his fingers.
Vinny is a bitter old man who walks half a block to his work. He rarely talks, he rarely eats. He isn't concerned with the troubles of others. He could care less if World War Three wages outside, as long as it didn't bother him in his work. He'd even welcome the war. It'd give him more business.
He was not always this way. He was once a normal bitter old man who walked half a block to his work. A homeless woman collapsed near him one day on the way to work. He carried her as best he could into the morgue, and applied First Aid as best as he could, but she was too far gone. She claimed she was a gypsy, and she would bless him for his efforts. He shrugged her words off as the crazy words of a dying person. The official TOD was 9:12 a.m. He canceled the rest of the day.
A week later, he was hit by a car. It was the most excruciatingly painful experience Vinny ever experienced. The hospital said it was a miracle that he survived at all, and if he was going to make a recovery, that would be another miracle. Miracles of life happened all around Vinny. He never aged, he didn't need to take his insulin shots anymore. Things were looking up.
Things quickly went down. His wife died that year. His son died in some far war. His daughter was attacked in the city, and was found dead in an alley. He has stayed drawn into himself for the last 30 years.

Appearance: When in hero mode... During the day
Brief History: Safiya had always been a pyromaniac. It was only natural that when she evolved, she retained her pyromaniac ways. When she hit puberty, she singed of a boy's eyebrows at school without even touching him, just because he looked at her funny. She has since managed to control her powers, being able to heat up a single coin in someone's pocket just for fun. It took a while for her to develop and manage her skill, but now that she has a grasp of it, she uses it to the best of the city folk, by defeating the villains.
A drawback of her pyromancy, is that her metabolism is very high, and she must eat very very large meals or constantly snack throughout the day. An accountant by day pays her rent and food bills, the crime-fighting business doesn't pay very well.

Power(s): Fetch suffers from dissociative identity disorder and poses the meta-human ability to shape-shift. This shape-shifting has defined his dissociative identity disorder further and even developed to the point where Fetch functions based on a consensus of his shattered personalities. There appear to be six distinct personas within Fetch, though it is possible that others may develop or come out of hiding;
Mari (F) - Depressed, suicidal, despaired.
Samson (M) - Logical, to-the-point, analytical.
Kaden (M) - Philosophical, curious, intellectual.
Joseph (M) - Homicidal, blood-thirsty, warrior mind-set.
Kendra (F) - Affectionate, caring, motherly, seductive.
Morgan (M) - Irrational, crazed, tormented, unpredictable.
As far as Fetch's shape-shifting is concerned it seems he can only take the form of another human-being or small simple creatures, such as birds. Whatever persona is in control of the physical body of Fetch can shift to a form beyond that of the 'true' form that represents them. Though if stunned or worn out Fetch will return to the 'true' form of the persona currently controlling the physical body. It seems the only way to reveal the original true appearance of Fetch's body would be to kill it, however this is merely conjecture. Fetch is also capable of mimicking clothing across his body easily, however more sophisticated outfits take more time and energy to construct.

The most 'visible' of all the identities associated to Fetch. She has long straight dark brown hair that seems to always be sloppily strewn over her features. Her frame is thin and light in tone and her bust is small and perfectly round. Defiant blue eyes shine from under her messy hair. Followed by a long elegant nose and round modest face. Her arms are thin and lankly, with matching gentle fingers. She has a constant air of despair and loss about her.
Samson
With large flexible arms and thin toned legs Samson resembles a gorilla more than anything. His eyes are plain brown; matching his ragged tanned skin. His hair is shorn almost to stubble across his entire head save for a long short gray mohawk. His features seem to be jagged and rough, from his long pointed nose to his thick wide jawline. He moves slowly and calculatedly, shifting his weight purposefully.
Kaden
His crazed red eyes are the most noticeable of his features, followed quickly by the patch-work pattern of matching red hair on his head; similar to that of a chess-board. His hands seem unnaturally slender and his arms noticeably thin. His mouth is contorted in a constant, unending maddened smile that he cannot erase. His pale white skin contrasts strongly against his bright and unnatural eyes and hair. There seem to be blood stains all across his forearms and face, though they don't appear to be his own.

Brief History:
"The Fetch is a creature of Irish folklore… said to take the form of those close to death. An omen of things to come, both good and bad."
The only clue to the original identity of this creature is an old record on file with the New York City Police Department. It chronicles the case of a man named Morgan Flynn. His physiological profile states that at the time he was suffering from severe depression and paranoia; which was being treated by his family against his will due to his deteriorating condition. Originally he was held in a minimum-security insane asylum, though the report shows he escaped a year after being placed there. A police report was filed, stating him missing and explaining his mental afflictions. Though he has never been found to this day. However, several days after his escape his family of three; wife, daughter and son, were found murdered in their apartment home. The only clue left behind was a scrawled message in blood on the kitchen floor that read;
"You did this"
Several neighbors also reported seeing Flynn around the apartment on the night of the murder. Though nothing seems to lead to him as the killer. Though two of the witnesses describe Flynn leaving the scene looking horror struck and in a frenzy of tears and screams. Whether this is more evidence of his probable involvement in the murder or proof he was a simple victim is debatable.
Since then, the creature known as Fetch has worked as a sort of maddened information broker. Due to his ability to shift both his persona and his appearance he can blend in almost anywhere he is. So it is unsurprising that he is sought for his information. Though Fetch is also known to help those that the consensus of divided personas within him become fond of or find 'interesting'. (S)he has no inclination to either help or detract from others and seems to function solely towards protecting him(her)self and trying to discover what happened to the original Morgan's family and a way to reverse their disorder.

Brief History: Georgia works in a large science pharmaceuticals factory where during her own personal testing she discovered a drug that altered her physicality. She can now control water in all forms, whether solid, liquid or gas, and is able to expand or minimalise it. Since then, after being jaded by an now ex boyfriend, she has personally vendetted herself against the city.

Brief History: Mild mannered Benjamin Walcott is in trouble. While trying to pay for hospital bills for his sick father, he has run out of money. He has turned to a life of robbing banks and picking up money however he can. The only problem with this is that his alter ego, Nightmare, has become synonymous with the side of evil. While not wishing to harm others, he continues to rampage through the streets in his ongoing quest to save his father by any means necessary. (More in depth background coming soon)

He can create and manipulate electricity. He has three distinct abilities with electricity: Thunderball, Puppetmaster and Power negation
Thunderball:
He is very bad at using his lightning as a direct attack. He learned that he is much better at condensing and uncondensing electrical energy than anything else so he specializes in making ball lightning into an attack. He has enough control to make it so it explodes in the direction he wants but any concussive force that bounces off walls he will feel.
Puppetmaster:
He also learned how to channel large amounts of electrical energy through his body and using a metal object like a weapon to conduct the electricity. If he is in direct contact with someone he can control their body by using his electrical energy to make their muscles move. This ability only lasts as long as a direct contact is maintained. This ability also is able to manipulate electricity in computers and other electrical systems. He has power over the body but not the mind.
Power Negation:
He has an innate ability to sense electricity and can ‘see (rather sense but can pinpoint using his vision)’ where electricity is including the body of a person. The normal person has a different electrical signature than a metahuman. He can manipulate the electrical energy leaving from the metahuman’s brain and redirect it to himself. This means that they are unable to use their powers but because he is absorbing the small amount of energy he can’t use any of his other electrical powers because it would disrupt the ability.
Weakness:
While always in control of the bioelectrical energy of his own body his major drawback is that he can’t use all of his powers at the same time or dualwield powers. He has to choose one and use it or switch to another. He can’t be using manipulation and make thunderballs at the same time.

Brief History:
He was born to a family with a long line of military service and it was determined that he would enlist like his father and grandfather. He was the oldest in a family of three and being the oldest son great things were expected of him. After high school he enlisted and by the age of 19 he was made an officer. He was set to send his life in the defense of his country. At the age of 20 he was placed in a secret project in the government dealing with a preemptive defense against the rising population of metahumans in the United States. He was unaware of his own powers until he became involved in this project. He was found to be always emitting a field of some sort that removed most metahuman abilities. He was instantly transferred into the project and began honing his skills to be used as an assassin. It didn’t take to long before he realized what they were training him for and he decided that he didn’t want any part of it. The government wouldn’t allow him to switch to another branch of the armed forces and said that because he volunteered he was technically government property to be used as they saw fit. He continued with the training even though morally he was against it. He waited until the right time to break out of the facility. He found his chance during the clash after he found out what his powers really were. He used his newly expressed powers to fry their computer systems and break out of the secure facility. He hid out in the middle of the desert outside of California while training his newfound abilities. He then moved to New York and dawned the Peacemaker persona and began robbing banks to support himself. With his Puppetmaster skill he easily shut down the security systems in banks and walk off with the money. As a bank robber he was quite successful but soon the police department began figuring out his MO. While he was living in New York he researched all the masks in the city trying to find a partner to team up with to change his MO so the cops wouldn’t get to wise to his motives. He finally decided on teaming up with Nightmare because as much as he figured with the telekinetic backing him they could take down any opposition.

Biologically engineered to have faster reflexes, better eyesight, denser bones, and tougher muscle tissue. Though this gives him an advantage over the common civilian, these enhancements are nowhere near the caliber of someone who has been labeled as having “super powers”. His true power comes from his suit.
The Mark I
The suit's armor is made from a Molybdenum Titanium Alloy capable of withstanding temperatures of up to 2,623ËšC, as well as sustaining severe amounts of outside trauma while still maintaining structural integrity. A Micro-Fusion Core powers the suit with backup cells on each hip, and as an extra precaution, the suit can convert solar energy into stored electrical energy for later use. Copper wire mesh runs all along the suit between the shock plating and support frame, which prevents an electrical surge from shorting out, or interfering with the on-board computer and A.I. Any conducted electricity is rerouted to the backup cells for storage. Primary thrusters are located on the boots and stabilizing thrusters are located on the upper back, giving the suit flight capabilities. The suit is pressure sealed, allowing for limited underwater use and space flight. The cooling system is located between the stabilizing thrusters and the shock plating, and distributes the liquid hydrogen throughout the rest of the suit. The suit uses a polarized, light-sensitive visor with a tint that automatically adjusts to the level of available light. Night-vision, Thermal-Imaging and Ultra-violet spectrum are available at a voice command. The automatic polarizing and anti-flash blinding lenses protect the pilot against intense glare and provide the pilot with enhanced combat vision or "Holographic Vision Processors" (which allows vision through many barriers such as smoke, darkness, fire, and even, with the linking of sensors and a satellite feed, through walls).
Retractable pulse cannons are concealed in each forearm, and have a 0.5 second delay between each use. Two more pulse cannons are concealed in the back above each shoulder blade, and when deployed, have a 270-degree arc with a 360-degree rotation. The neon blue plasma bolts are contained by a magnetic confinement bottle that allows the plasma to travel a distance of over two-hundred yards without blooming. The suit is capable of lifting up to 90 tons but the continued lift of that much weight is considerably draining on the suits energy supply. Speakers located on the helmet are capable of generating sonic resonating frequencies of varying pitch and volume, capable of shattering glass and even causing vertigo, and/or permanent hearing lose.
The suit is linked with two A.I. systems, one existing in the suit named EVE 6, and the other residing in an orbiting satellite, named ADAM 7. Eve is used for combat and Adam is used for tactical support. This allows for a faster and smoother connection between the suit, satellite, and HQ. This way, the suit is updated with new data concerning geographical locations, weather patterns, mission targets, and laser comm. relays in fractions of a second. With Satellite imaging and inferred scanning, ADAM is able to track any movement within a ten-mile radius of the suit and display that information on the helmets Holo-HUD. Adam monitors all of the suit's functions as well as the vital signs of the pilot. Eve operates the suit's targeting system, making firing calculations extremely fast and accurate.

Cade is 6'0 and weighs 185 lbs. In the suit, he is 6'6 and weighs around 700 lbs. The suit is gunmetal black and coated in a thin polymer that reduces the glare from reflected light sources.
History:
Two years before The Clash, Cade and several of his closest friends went to a local pub. Needless to say, alcohol was involved and when Cade awoke the next morning, he came to discover that he had signed up to join the United States Army Special Forces the night before. Forty-eight hours later, he found himself on an airplane headed for Basic Training in Fort Benning, Georgia. Seven months later, Cade graduated from Basic along with sixty-one of the initial 214 recruits. Of those sixty-two graduates, only fifteen of them passed the month long Assessment and Selection process; Cade was among them. Cade and three of his fellow graduates spent the next eight months training to become SF Weapons Sergeants. After completing the course, Cade spent the next two months learning Japanese and finally, after eighteen months of solid training, Cade completed the Robin Sage training exercise in Fort Bragg, North Carolina and was awarded the Special Forces tab and his Green Beret.
In the last six months leading up to The Clash, tension began to build between the U.S. Government and civilians that displayed super human abilities. One that would allow them to create their own super powered weapon as a counter-measure for the impending "Hero" crises.
Since day one in Basic, Cade had always had a knack for weapons: guns, missiles, and grenades, even the experimental weapons. He had long since become extremely proficient with firearms and was in the process of joining the Weapons Research and Development team when “The Clash” occured. Cade's mother, like so many other New Yorkers, was killed in the ensuing conflict. Cade's sorrow and frustration quickly turned to anger, and when word came down for Weapons Development to begin construction on a new prototype weapon, Cade volunteered to use himself as a test subject. Once he was accepted, Cade's true identity was erased. All official records were modified and he was given the name Cade Lawrence.
Unfortunately for Cade, the process of preparing his body to pilot the suit was grueling and at times borderline torture. Cade's bone and muscles tissue were enhanced along with extensive surgeries to re-enforce his spinal column. His reflexes were increased and his eyesight was sharpened. Once again, Cade beat the odds, and out of the forty-eight volunteers, Cade was the sole survivor. Six months later, Cade was released from the hospital and was immediately taken to begin his new training.
Cade knew the suit was his the moment he laid eyes on it. Like it had been built specifically for him, and in fact, it had. The suit had been through several test trials but none of the previous pilots had been able to use the suit to its full potential. Cade spent weeks training in the suit until the Brass was satisfied that he was ready. Cade spent the next two years carrying out the orders of his superiors, which usually involved the arrest of super powered targets that had been identified as threats to national security. If the situation required Cade’s involvement it meant that conventional methods had failed. Collateral damage is practically a given on Cade’s assignments.

Hansan was instrumental in handling the situation, but also a hinderance. While he was told to use force only if necessary, he has deemed it necessary far too many times. One time, he opened fired, and killed a Super because they dropped a pen in front of him. In his report, he indicated that he had no idea what the Super’s powers might be, and that the pen could have been used as a weapon. On a mere technicality that there was no way to test their powers without them actually using them, he got away with murder.
Upon seeing his effort and evident success in bringing villians and heroes in alike, he was made privy to something called the Pulse Project, and was reassigned to the department. Once officially part of the department, he was told about everything within the project, save for the stuff saved for the higher ups. He knew there were meta-humans searching for the supers, and that they were being just as effective as him. When asked if he would like to be ‘upgraded’ he refused. He deemed it unnecessary when his average body would be able to handle anything these Supers had in store for him. While his superiors disagreed, they accepted his answers. He received state of the art weapons and armor, equipment that not even the United States Army had a hold of yet. When he tried the armor, he knew he would never be able to go back to the army.

Though this gives him an advantage over the common civilian, these enhancements are nowhere near the caliber of someone who has been labeled as having “super powers”. His true power comes from his suit.

The suit's armor is made from a Molybdenum Titanium Alloy capable of withstanding temperatures of up to 2,623ËšC, as well as sustaining severe amounts of outside trauma while still maintaining structural integrity. A Micro-Fusion Core powers the suit with backup cells on each hip, and as an extra precaution, the suit can convert solar energy into stored electrical energy for later use. Copper wire mesh runs all along the suit between the shock plating and support frame, which prevents an electrical surge from shorting out, or interfering with the on-board computer and A.I. Any conducted electricity is rerouted to the backup cells for storage. Primary thrusters are located on the boots and stabilizing thrusters are located on the upper back, giving the suit flight capabilities. The suit is pressure sealed, allowing for limited underwater use and space flight. The cooling system is located between the stabilizing thrusters and the shock plating, and distributes the liquid hydrogen throughout the rest of the suit. The suit uses a polarized, light-sensitive visor with a tint that automatically adjusts to the level of available light. Night-vision, Thermal-Imaging and Ultra-violet spectrum are available at a voice command. The automatic polarizing and anti-flash blinding lenses protect the pilot against intense glare and provide the pilot with enhanced combat vision or "Holographic Vision Processors" (which allows vision through many barriers such as smoke, darkness, fire, and even, with the linking of sensors and a satellite feed, through walls).
Retractable pulse cannons are concealed in each forearm, and have a 0.5 second delay between each use. Two more pulse cannons are concealed in the back above each shoulder blade, and when deployed, have a 270-degree arc with a 360-degree rotation. The neon blue plasma bolts are contained by a magnetic confinement bottle that allows the plasma to travel a distance of over two-hundred yards without blooming. The suit is capable of lifting up to 90 tons but the continued lift of that much weight is considerably draining on the suits energy supply. Speakers located on the helmet are capable of generating sonic resonating frequencies of varying pitch and volume, capable of shattering glass and even causing vertigo, and/or permanent hearing lose.
The suit is linked with two A.I. systems, one existing in the suit named EVE 6, and the other residing in an orbiting satellite, named ADAM 7. Eve is used for combat and Adam is used for tactical support. This allows for a faster and smoother connection between the suit, satellite, and HQ. This way, the suit is updated with new data concerning geographical locations, weather patterns, mission targets, and laser comm. relays in fractions of a second. With Satellite imaging and inferred scanning, ADAM is able to track any movement within a ten-mile radius of the suit and display that information on the helmets Holo-HUD. Adam monitors all of the suit's functions as well as the vital signs of the pilot. Eve operates the suit's targeting system, making firing calculations extremely fast and accurate.

After completing the course, Cade spent the next two months learning Japanese and finally, after eighteen months of solid training, Cade completed the Robin Sage training exercise in Fort Bragg, North Carolina and was awarded the Special Forces tab and his Green Beret.

Cade spent the next two years carrying out the orders of his superiors, which usually involved the arrest of super powered targets that had been identified as threats to national security. If the situation required Cade’s involvement it meant that conventional methods had failed. Collateral damage is practically a given on Cade’s assignments.
((This is the aforementioned Pulse Project from the first post. I never considered the idea of other military personal being part of the project, but I'm not opposed to it. So, if it's okay with Phantom it's okay with me.))

The story of Romulus and Remus was a dark tale of jealousy. They were twin brothers birthed by the god of war, Mars, and a human priestess, Rhea Silvia. The two were destined to be the first kings of Rome. Romulus, however, would not share power with his brother, and demanded his father decide on only one to be king. Mars could not pick one son over the other, and told their mother to choose. He gave her a great golden shield to give to the son she chose -- a shield that was to represent something Mars himself could never possess… peace.
Rhea saw the evil in Romulus’, and knew his reign would bring destruction, but in Remus she saw that there was good, and that he would rule as such. Rhea gave the shield to Remus, and so it was done… until one treacherous night Romulus snuck into his brother’s bedroom and stole the shield, but not before beating Remus to death with it, staining the shield black with blood. The shield that was meant to protect Rome had become the weapon that destroyed its first true king…

Puppetmaster:
He also learned how to channel large amounts of electrical energy through his body and using a metal object like a weapon to conduct the electricity. If he is in direct contact with someone he can control their body by using his electrical energy to make their muscles move. This ability only lasts as long as a direct contact is maintained. This ability also is able to manipulate electricity in computers and other electrical systems. He has power over the body but not the mind.
Power Negation:
He has an innate ability to sense electricity and can ‘see (rather sense but can pinpoint using his vision)’ where electricity is including the body of a person. The normal person has a different electrical signature than a metahuman. He can manipulate the electrical energy leaving from the metahuman’s brain and redirect it to himself. This means that they are unable to use their powers but because he is absorbing the small amount of energy he can’t use any of his other electrical powers because it would disrupt the ability.

He found his chance during the clash after he found out what his powers really were. He used his newly expressed powers to fry their computer systems and break out of the secure facility. He hid out in the middle of the desert outside of California while training his newfound abilities. He then moved to New York and dawned the Peacemaker persona and began robbing banks to support himself. With his Puppetmaster skill he easily shut down the security systems in banks and walk off with the money. Mathias was never really interested in sports as a child. He was more interested in books and video games. His father was a coach at the nearby High School and was always pressing Mathias to do sports. However Mathias always declined. That all changed when his father forced him to try out for the football team when he went to high school. It was during practice when Mathias discovered his powers. He was standing in for the quarter back on a drill when he was forced to rush the ball. He ran right into one of the other players and sent him flying thirty feet across the field from the smallest of pushes. Everyone convinced themselves that it was a freak accident and put it out of their minds. Mathias' father thought otherwise.
Nicholas Walton, Mathias' father, was a former marine that had volunteered for a top secret project within the Pentagon's R&D Department. The project had been titled, "Atlas," which was started under the idea that a soldier of the United States Armed Forces could have their combat effectiveness increased to near exponential levels by manipulating their very physiology. These new Atlas soldiers were supposed to be stronger, faster, and be less prone to injury than normal humans several times over. The Atlas scientists tried several methods of manipulation to achieve their goals while at the same time adhering to safeguards set by the board of directors. Unfortunately none of these succeeded in producing any positive results. It wasn't until a young scientist convinced the board to forgo the safeguards that Nicholas was selected to be injected with biochemical augmentations while simultaneously being bombarded with high levels of radiation. Though on paper the process showed promise the procedure failed like all the others and the Atlas Project was scraped and buried.
When Nicholas saw what Mathias had done on the practice field he knew that the Atlas Project had indeed been a success, just one generation over from what the scientists expected. Fearing for Mathias' safety and freedom Nicholas sent Mathias to finish high school in New York. Mathias would live with his eccentric billionaire uncle Wadsworth Cunningham, who knew of Mathias' 'condition' as he had been the scientist to suggest the procedure. Uncle Wadsworth was the one who put the idea in Mathias' head to become a super hero. Mathias was hesitant at first but Wadsworth promised to support and train Mathias to become, 'the best hope for humanity.' Mathias then started having his schooling taught by his uncle and began training. By the time that Mathias turned eighteen he had a college level education and enough training to go out into the city as All Star.
To keep his cover Mathias began working at one of the bookstores in a chain that his uncle owned, allowing him the freedom to come and go as he needed to in order to fight crime. He has kept a semi-active social life to maintain appearances and further the idea that it is impossible for a geek who wears glasses and plays video games to ever be All Star.

Due to the nature of All Star's final fight in the near apocalyptic battle known by all as 'The Clash,' Mathias has unofficially retired from the super hero life. The Don himself came through those white doors, demanding protection money. Vinny rolled up his sleeves and broke the Don's arm and three of his fingers.
Vinny is a bitter old man who walks half a block to his work. He rarely talks, he rarely eats. He isn't concerned with the troubles of others. He could care less if World War Three wages outside, as long as it didn't bother him in his work. He'd even welcome the war. It'd give him more business.
He was not always this way. He was once a normal bitter old man who walked half a block to his work. A homeless woman collapsed near him one day on the way to work. He carried her as best he could into the morgue, and applied First Aid as best as he could, but she was too far gone. She claimed she was a gypsy, and she would bless him for his efforts. He shrugged her words off as the crazy words of a dying person. The official TOD was 9:12 a.m. He canceled the rest of the day.
A week later, he was hit by a car. It was the most excruciatingly painful experience Vinny ever experienced. The hospital said it was a miracle that he survived at all, and if he was going to make a recovery, that would be another miracle. Miracles of life happened all around Vinny. He never aged, he didn't need to take his insulin shots anymore. Things were looking up.
Things quickly went down. His wife died that year. His son died in some far war. His daughter was attacked in the city, and was found dead in an alley. He has stayed drawn into himself for the last 30 years.

The only clue to the original identity of this creature is an old record on file with the New York City Police Department. It chronicles the case of a man named Morgan Flynn. His physiological profile states that at the time he was suffering from severe depression and paranoia; which was being treated by his family against his will due to his deteriorating condition. Originally he was held in a minimum-security insane asylum, though the report shows he escaped a year after being placed there. A police report was filed, stating him missing and explaining his mental afflictions. Though he has never been found to this day. However, several days after his escape his family of three; wife, daughter and son, were found murdered in their apartment home. The only clue left behind was a scrawled message in blood on the kitchen floor that read;
"You did this"
Several neighbors also reported seeing Flynn around the apartment on the night of the murder. Though nothing seems to lead to him as the killer. Though two of the witnesses describe Flynn leaving the scene looking horror struck and in a frenzy of tears and screams. Whether this is more evidence of his probable involvement in the murder or proof he was a simple victim is debatable.
Since then, the creature known as Fetch has worked as a sort of maddened information broker. Due to his ability to shift both his persona and his appearance he can blend in almost anywhere he is. So it is unsurprising that he is sought for his information. Though Fetch is also known to help those that the consensus of divided personas within him become fond of or find 'interesting'. (S)he has no inclination to either help or detract from others and seems to function solely towards protecting him(her)self and trying to discover what happened to the original Morgan's family and a way to reverse their disorder.
Age: Unknown - Likely in late twenties or earlier thirties.
Alias: Fetch
Organization: Unaffiliated / Chaotic
Power(s): Fetch suffers from dissociative identity disorder and poses the meta-human ability to shape-shift. This shape-shifting has defined his dissociative identity disorder further and even developed to the point where Fetch functions based on a consensus of his shattered personalities. There appear to be six distinct personas within Fetch, though it is possible that others may develop or come out of hiding;
Mari (F) - Depressed, suicidal, despaired.
Samson (M) - Logical, to-the-point, analytical.
Kaden (M) - Philosophical, curious, intellectual.
Joseph (M) - Homicidal, blood-thirsty, warrior mind-set.
Kendra (F) - Affectionate, caring, motherly, seductive.
Morgan (M) - Irrational, crazed, tormented, unpredictable.
As far as Fetch's shape-shifting is concerned it seems he can only take the form of another human-being or small simple creatures, such as birds. Whatever persona is in control of the physical body of Fetch can shift to a form beyond that of the 'true' form that represents them. Though if stunned or worn out Fetch will return to the 'true' form of the persona currently controlling the physical body. - The most 'visible' of all the identities associated to Fetch. She has long straight dark brown hair that seems to always be sloppily strewn over her features. Her frame is thin and light in tone and her bust is small and perfectly round. Defiant blue eyes shine from under her messy hair. Followed by a long elegant nose and round modest face. Her arms are thin and lankly, with matching gentle fingers. She has a constant air of despair and loss about her.
- Samson:
- With large flexible arms and thin toned legs Samson resembles a gorilla more than anything. His eyes are plain brown; matching his ragged tanned skin. His hair is shorn almost to stubble across his entire head save for a long short gray mohawk. His features seem to be jagged and rough, from his long pointed nose to his thick wide jawline. He moves slowly and calculatedly, shifting his weight purposefully.
- Kaden:
- His crazed red eyes are the most noticeable of his features, followed quickly by the patch-work pattern of matching red hair on his head; similar to that of a chess-board. His hands seem unnaturally slender and his arms noticeably thin. His mouth is contorted in a constant, unending maddened smile that he cannot erase. His pale white skin contrasts strongly against his bright and unnatural eyes and hair. There seem to be blood stains all across his forearms and face, though they don't appear to be his own.

Well, he never manifested super powers, so instead Jesse went to college, got a degree in criminology before joining the FBI. He's mostly been involved in major crimes, usually kidnappings, organized crime and other major crimes that are considered beyond the range of the police.
Along the way, Jesse fell in love, got married and had two children. He was enjoying life, with a job that fulfilled his childhood dreams, even if it wasn't in the way he used to dream about, and a loving family. Then the Clash came and destroyed it. Jesse's daughter, Abby, who was only two years old went to daycare at her mother's office building in Manhattan and the building was hit during the Clash, suffering severe damage and killing many, including Jesse's daughter. His wife was also injured in the blast, but survived. They're now divorced and Jesse only gets to see his son, Connor every other weekend and half the holidays. With nothing else, he's thrown himself into work.

Brief History: The Badass is a hero for hire. She takes jobs from anyone who needs help and will pay her anything at all. Because most normal people don't have much use for hiring a hero mostly only rich people give her jobs. Because of this she lives in a penthouse apartment with it's own armory. This is funny because for a cover job she's a barista at a local bookstore coffee shop. Jade really doesn't have any memory from before her 22nd year. So there isn't much to tell. She loves to have fun, she's a serious flirt, but some people are convinced she's a little crazy. Even if she is completely sane, she has grown quite jaded from being the paid help. To her knowledge she hasn't killed anyone though she claims that she feels no reason not to.
According to her she'll finish a job no matter what or who she'll go through. As Jade she's rather friendly but tends to seem scattered. She rarely invites anyone to spend much time with her outside of her part time job. She's easily distracted by things she deems as cute and will talk for hours on subjects like personal reality, paranormal topics, and a few other things. She is almost never seen without food, snacks or coffee.
Appearance: Jade is five foot and one inch in height. One of her eyes is emerald green but the other is a standard blue/gray color. Her hair is black and cut into a short choppy style. Against her dark hair her skin appears unhealthily pale.

Organization: Government
Power(s): Creating a force field to protect herself. Becoming invisible.
Appearance: Dark chocolate brown hair a little longer than shoulder length. Blue eyes and pale skin. Stephanie is really skinny and appears taller than she is.

Since then she had trained day after day to get her abilities to its maximum potential. While she was in Alaska, she was sent to New York to blend in and try to find out more about the heroes in the city. Age: somewhere around 80 at the low end of the speculation on his age. It could be as high as 100
Alias: Master of Puppets or just the Master sometimes
Organization: Freelance Villain who heads his own little criminal organization. Though as he is the only one in the organization with any real brains it really is more just him.
Power(s): He has a singular power and that is to be able to remotely manipulate the actions of other people. He can insert his mind into theirs and control what they do. He is only capable of doing this with fairly small amounts of people at maximum at one time the most he has used comfortably was 5. When he controls that many though they are not exactly normal seeming. they speak with clear stutters and reactions from them are often delayed because he has to split his focus so much to keep in control of them all. He needs to be able to either see or know the person he is attempting to take control of and for some reason his power doesn't work very well on others who have powers. They tend to be too strongwilled. Though he does have 1 person with powers he is currently puppeting who is highly useful. One final note on his power if he is puppeting someone and he was to be killed the puppeted person would immediately drop dead as well due to system shock.
Appearance: The Master really isn't very subtle and his lack of doing anything for himself in years has led to him no longer being a very fit person. When one also considers his extreme old age it is understandable why he looks like he does. He lacks any hair, it all has fallen out and his skin is pasty pale and hanging off his bones in some places. Considering the most movement he does on a regular basis is to move himself around his penthouse apartment he lacks any sort of muscles and could likely be overpowered physically by a 5 year old. He typically does not change out of the silken pajamas he wears while sleeping. Unless he catches a cold or something, in which case he will wear expensive thermal clothing.
On the incredibly rare occasion he would leave the penthouse he is not so stupid as to wear a costume as there is no real way to tell that he has a power other than by some very clever detective work. But considering in the last 40 or so years he has never left the place save for a trip to hospital to have his appendix and a trip to the morgue to pay for the funeral of one of his relatives he really doesn't go out much.
Brief History: Clarence came into his power to control others in his early teenage years. Unlike so many people who wanted to be heros he wanted to simply make money and boatloads of it. And so at the tender age of 14 he was already controlling a few people to get him what he wanted. For years this went on. He never bothered to go to college or anything else. He simply existed mooching off society. No one ever connected things to the man who never once had left his room in the apartment building in nearly 70 years. Until now. Recently a group he was controlling was caught by the same annoying hero who had brought in one of his groups once before. This hero managed to make the connection that something was going on. And so now for the first time there is pressure on the Master not to screw up again.
The amount of pressure that he now feels himself to be under has led him to do something that he would not have attempted in safer times. Using his vast stores of stolen wealth and his ability he has been preparing to attempt to directly assassinate the heros of the city. He reasons that if you shoot something enough you can very well kill it. Even if it is a hero.
