LAPD Vice Special Role Play?

LAPD Vice Special Role Play?
So here we go, my first real venture into starting an RP here at F.O.G. Wish me luck!
This is an idea that has been staying with me for a little while. I've thought about it, went through different scenarios, and I've come up with this.
LAPD is the worlds (at least this is my world) most infamous police department. From great cop work to horrible police tragedies (Rodney King?) the LAPD is a "thing" of either great pride or shame for all people living within the greater Los Angeles Metro area.
The LAPD has a unit for every crime imaginable. They have SWAT (Special Weapons And Tactics) for special situations like holed up suspects (i.e. hostage situations), the Gang Unit to deal with the thousands of gang affiliated people in LA, they have the Organized Crime Unit to help the FBI build cases against the Crime Syndicates, and they have S.I.S. (Special Investigation Service) or more commonly known as Vice Special.
Vice Special is the elite unit of detectives that handle the worst of the worst criminals in LA. They do the leg work that eventually leads to the capture of LA's top ten most wanted criminals. The west coast drug trafficker Rick Ross was captured and convicted of conspiracy because of Vice Special.
So there is a little background on what Vice Special is. The movie Street Kings with Keanu Reeves is loosely based around Vice Special (without the whole corrupt cop thing going on).
Now that we have a little knowledge given on what I was thinking about here goes my sales pitch.
Why not create our own characters and see what happens. The main focus of this role play would not necessarily be the action or gun fighting that takes place but rather the way the unit acts towards one another and what their life is like being a member of Vice Special. Are they constantly paranoid? Do they look at everyone as an Informant? What emotional baggage do they carry around with them?
Anyway, I would like the role play to commence in acts or seasons. Each act/season would be a new case for the unit to solve. I would play the the commander of the unit and also the criminal.
This is very rough. I haven't actually gone and done a lot of planning for this. I would just like a little feedback. I can see how this could be horribly complicated and get very confusing. Who knows. I'm just throwing ideas around. So tell me what you think and don't pull punches please. I really want to know what everyone is thinking when they read this and where I can make changes in my "sales pitch" etc. etc. Thanks!
