A Lawless City Interest Check

I'm basically entertaining the idea of a medium-size group role play with a semi-fantasy setting (resembling the middle ages), where basically there's a city (duh...) that has a particular issue regarding crime. The monarch or patriarch is working on a way to "cleanse" their city, thus introducing a more strict line of law enforcement which is also, ironically, just as corrupt as the criminals they're hunting down. Of course, this is just an idea and anyone would be free to play on either side.

Simply put, this is just a vague idea. It may change if some people take interest in it or if anyone provides some workable ideas.
