In terms of 'special' humans, perhaps just one small group within each realm? Or perhaps it will be the dragon riders, dark elves, and then some sort of special humanoid in the desert.
As for the quantity of creatures, I say it depends on the creature. Like, there may be thousands of dire rats in the forest but only a handful of balrog in the volcanic region. Does this make sense?

Well I should at some point today finish the sentient creatures of the Desert. They are very cool but not the traditional lizard men type guys.
I suppose you can make the mountain dwellers and then we spilt the forest creatures between the two of us. In regards to who creates them anyway.
The number thing makes sense. There would likely be far more giant rats then there would be of balrogs.
As a question though, what sort of level strength and things like that should we give our characters? Like mid level in power or near the top of the evil hierarchy?
And one final question for now, what sort of powers and magic do the dragon riders have?

I would say mid power or slightly higher. Something where if we work together we can defeat the highest of power, but not so powerful that we parade around and make everything do our bidding.
I've written about dragon riders before, and I imagine them as bonded pairs that share strength. So, a dragon rider is very strong, but the more they use the magic, the weaker the dragon becomes. I also imagined the Agosian (pre and post dragon bonding) being somewhat technological, I guess like dwarves. I imagine they have complex weaponry and armour. Other than that I haven't thought much about it. What do you think?
